Residential Parking Permits

Residential parking permits are designed to help residents to park in areas with high parking demand. 

Residential parking permits allow you to park in a particular street or area where parking restrictions normally apply. The permit scheme improves the likelihood of finding parking close to your home while balancing the parking needs of the wider community.

Applying for a Residential Parking Permit

Who is eligible?

To be eligible for a parking permit(s), your property must:

  1. Have less than 2 off-street parking spaces,
  2. Be within a City of Launceston Residential Permit Area, and
  3. Be within a General or Inner Residential Zone, unless otherwise noted in 32-Rf-008 Resident Parking Permit Areas Guide.

Permit fees

Fees apply for the issuing of parking permits. The fee for 2025/26 is $45.00 per permit. Each permit is valid for one vehicle only.

Required documents

If your property is eligible under the Residential Parking Permit Policy, you must submit one document from each of the following groups:

Group A: Current Certificate of Registration or Vehicle Insurance Policy Statement

  • Documents must show the garage address or where the vehicle is parked overnight that matches the address on the application.
  • A copy of the online Vehicle Registration Check is not sufficient proof of ownership.

Group B: Current Driver's Licence or Residential Lease Agreement

  • Documents must show the address that matches the address in your application.
  • Rates notices and TasWater invoices will not be accepted as proof of residence.

How will I know if my application is approved?

You will be notified by post or email of the outcome and, if successful, the amount payable. Payment must be received before permit(s) will be issued.

How do I pay?

You can pay by card by calling our Customer Service Team on 03 6323 3000. Alternatively, if you are collecting your permit from the Customer Service Centre, you can pay cash/card over the counter. 

Terms and conditions

  1. Permits are issued to single vehicles only. The vehicle must be for the applicant's personal use and be registered to the same address as the permit unless Council's agrees to another arrangement.
  2. The number of off-street parking spaces at the address listed in the application will be determined by Council.
  3. The applicant must establish their residential address with a current Tasmanian driver's licence or a residential tenancy agreement.
  4. The permit must be permanently affixed to the inside of the windscreen on the left-hand (passenger side) and be in a non-tinted area. The permit details must be clearly visible from the outside of the vehicle.
  5. Permits allow residents to park within a Residential Permit Area without the need to comply with a parking time control. Permit holders must still abide by all other parking control signage and relevant traffic and parking regulations.
  6. Permits are only valid within the Residential Permit Area for which they are issued. For example, a permit for Area A cannot be used in Area B.
  7. Having a permit does not guarantee a parking spot, or give priority over other drivers, within the indicated permit area.
  8. Permit holders are not entitled to a designated bay or area within the indicated permit area.
  9. Residential Permit Areas will be identified by a plate affixed to (or within) the parking control sign that notes 'Resident Permit Area'.
  10. No fee will apply for a change of vehicle registration for existing permit holders however the existing expiry date will apply.
  11. Permits are for 12 months only and start from the date your application is approved by Council, pending payment. If approved, an invoice will be issued and must be paid within 14 days of the invoice date. If payment is not received within this period, the application will be cancelled and no permits will be issued.
  12. Refunds will not be issued if you change address or no longer require a permit.
  13. Permits are not automatically renewed. A new Residential Parking Permit Application will be required to be submitted when renewing your permit.
  14. Permits cannot be transferred, sold or leased to a person (for a vehicle) who is not a resident of the property.
  15. Labels must be removed from vehicles if sold or disposed.
 
Residential Parking Permit - Policy Update March 2025

The City of Launceston introduced a new fee structure for residential parking permits as part of its updated Residential Parking Permit Policy, adopted in March 2025.

Endorsed by Council, the revised policy simplifies eligibility, standardises rules city-wide, and introduces a modest annual fee for the first time.

Under the updated policy, permit eligibility remains tied to the number of off-street parking spaces at a property within a specified residential parking area:

  • Properties with two or more off-street spaces do not qualify for permits.
  • Properties with one off-street space can receive one permit.
  • Properties with no off-street parking can receive up to two permits.

For current permit holders, existing permits remain valid until expiry. Upon renewal, residents will need to reapply and pay the new fee.

Special provisions previously in place for specific areas of Launceston have been removed, ensuring consistency across the scheme.

Frequently Asked Questions

What changes have been made, and why?

Two key changes have been made as part of the residential parking permit review:

  • Simplification and standardisation of permit eligibility. This will create consistency within streets and across areas. It will remove specific exemptions for properties within the current area N.  
  • Introduction of a permit fee. Properties without off-street parking are typically cheaper than those with parking. This highlights the value that society places on parking. A fee reinforces that street parking carries a community cost and is a privilege, not a right. The fee also covers administrative costs, maintenance, and enforcement, easing the financial burden on general ratepayers.

I currently have a permit - what will change for me? (ALL EXCEPT Area N)

Current permits will remain unchanged. Upon expiry, you must reapply and pay the fee. Over the next 12 months, localised area changes will occur, with a transition period for existing permit holders. Information will be available on the website and provided with issued permits regarding applicable areas.

I currently have a permit - what will change for me? (Area N - Launceston Aquatic)

The existing policy allows all properties in Area N - Launceston Aquatic to receive one residential parking permit, regardless of available spaces. Now, residents must meet the same criteria as other areas; eligibility depends on the number of parking spaces on their property. Upon expiry of your current permit, you must reapply and pay the fee. Permits will be issued annually and will be linked to a specific vehicle.

I have applied in the past - but been told I'm ineligible, should I reapply?

It depends on your situation. If you were ineligible due to having two parking spaces, you remain ineligible. However, if the reason was not being on a "residential parking street," you may now be eligible. Please contact our customer service team for further review.
