Johnston Road Reconstruction

The City of Launceston will soon commence reconstruction works along approximately 1,072 metres of deteriorated road pavement on Johnston Road, between Station Road and St Leonards Road.

These works will be carried out by Stabilised Pavements of Australia (SPA) on behalf of the City of Launceston, using a road base recycling method that supports Council’s sustainability objectives.

Construction will take place in three stages, involving both day and night works, with completion expected before the end of the year.

Please note: Timing of works is subject to weather and unforeseen events may alter programming.

Night works will be carried out as part of this project to reduce the overall construction period and minimise traffic disruption. During these periods, there may be increased noise, vibration and lighting in the area.

Scope of Works
  • Removal of existing road pavement
  • Placement of recycled road base materials through a process called foamed bitumen stabilisation
  • Placement of new asphalt surface
  • Installation of guideposts, signage and traffic islands
  • Application of new linemarking

Temporary Traffic Changes

During construction, changed traffic conditions will be necessary to allow the works to be completed safely and efficiently. This will include a reduced 40km/h speed limit through the work zone, with alternating lane closures and the possibility for detours.

Please allow for moderate traffic delays and extra time to travel. Please proceed with caution through the work zones and follow all signage and directions from onsite personnel.

Property access will be maintained throughout the duration of works.

What is Foamed Bitumen Stabilisation?

Foamed bitumen has been selected for the Johnston Road Pavement Reconstruction project as it provides a durable, cost-effective and sustainable solution for roads with medium to heavy traffic. It has been chosen for its quick construction time and performs well in areas with high rainfall or where the ground often becomes saturated with water.

Foamed bitumen is made by mixing hot bitumen (asphalt) with small amounts of air and cold water. When cold water is added to hot bitumen, the bitumen rapidly expands creating a foam. This foamed bitumen is then mixed with the existing road base materials to form a strong, stable road base.
